Transnational Capital/Labour Flows Adapting Labour Market Policy to a Transformed Employment Structure

Abstract: The shift towards recognition of a capital-labour flows have occurred within the broader context of a globalized knowledge economy and a global race for skills. Change in a country’s employment structure is shaped by the evolution of skill supplies, implies that educational expansion and migration flows are crucial to understand occupational change. The local communities, Taiwan is in competition for its share of the intellectual capital and for the best skilled migrants. The aim is to disentangle the strategy applied by Taiwan to adapt its national labour markets to increasing globalization and flexibility demands. The paper is presented as follows. First, to compare national patterns of job growth in Taiwan, extending the discussion of the reach of job polarization. Second, to examine differential patterns, building on the analysis of educational patterns of employment growth. Third, to go about understanding the relationship between capital flows, labour flows and em/migrant resettlement patterns. The impact of economic globalization has on the flows of the highly educated, and documents incentive programs put into place by the government to tap highly educated talent abroad are assessed. A final summary reflects on the key finding, its contribution to the research arena, as well as open questions for future research. The paper delivers both quantitative and qualitative data as well as an account of the relevant labour market reforms.

Abstract: After a long period of rapid economic growth, China has grown to become the second largest economy in the world. The internal and external environment facing the new era of economic kinetic energy conversion has undergone profound changes. The inherent economic development model is facing unprecedented risks and challenges. How to crack down on the current difficulties and smoothly realize the continuous conversion of new and old kinetic energy of our economy so as to continuously promote the development and improvement of Socialism with Chinese Characteristics and achieve long-term peace and stability in the modernized countries? This is the question of the times and the responsibility of history. In order to classify and examine changes in the impact of several key fiscal expenditure changes on GDP, such as education expenditure, science and technology expenditures, social security and employment expenditures, and energy conservation and environmental protection expenditure, this paper analyzes the dynamic impact of fiscal expenditure on economic growth by constructing a VAR model. Research shows that the interaction between various fiscal expenditures, CPI, M2, and GDP is significant; as the number of periods increases, the contribution of fiscal expenditure to GDP basically increases. Under the framework of the modern fiscal system, the adjustment of China's fiscal policy should be based on changes in the economic environment and the situation. While strengthening demand management, it should focus on supply management and structural adjustment, and strengthen the coordination of fiscal and monetary policies so as to increase the overall effect of macro-control, strengthen the authority and effectiveness of macro-control measures to promote sustainable and healthy economic development.

Abstract: Many EFL students graduate from Algerian universities every year. Some of them, regardless of their level or training, will have the opportunity to be either substitute or fully-fledge teachers in secondary or middle schools. Some newly-recruited teachers tend not to be well-qualified and trained during their undergraduate studies and/or during the induction period into teaching.When they are newly recruited to teach in schools, they may face some difficulties which tend to hamper effective performance in the new occupation due to their lacking experience.Therefore, they would face some challenges of adaptation and struggles during theirearly years of teaching. This study, therefore, is an attempt to investigatethe expected challenges faced by newly-recruited or novice teachersin a number of rural areas in the city of Mostaganem, a town situated in the Western North of Algeria. To carry out this research, we administered a questionnaire to fourteen EFL newly-recruited teachers in middle and secondary schools from ruralregions in Mostaganem. Eventually, we put forward that a significant number ofnovice EFL teachers may encounter some obstacles with regard to a gap that does exist between their formation and the different requirements of the profession. The research findings reveal that some EFL beginning instructors are partly dissatisfied with their undergraduate and in-service training in teaching, thereby, experiencing some difficulties. Nonetheless, the informants in this study brought to lightsome factors which alleviate newly-recruited teachers’ challenges and help them well-experience their early years of teaching.

Abstract: This paper empirical study the effectiveness of monetary and fiscal policy instruments in stabilizing Nigerian economy from 1981 - 2015. The data were sourced from Central Bank of Nigeria, National Bureau of Statistics and World Development Index (WDI). The data was tested for stationarity using Augmented Dickey Fuller (ADF test while the co-integration was conducted using Johansen’s methodology. Error Correction Model (ECM) was employed for the empirical analysis. The results show that, there is long run equilibrium relationship between monetary and fiscal policy instruments and economic growth in Nigeria. ECM has the expected negative sign and is between the accepted region of less than unity. This was confirmed by the positive relationship between money supply, government expenditure and revenue while interest rate and budget deficit have negative relationship with economic growth. Therefore, it recommended that there should be effective use of money supply and government expenditure as key instruments of monetary and fiscal policy in Nigeria in order to improve the economy. Also, government annual budget implementation and execution of projects should be monitored to ensure that the objectives of the budget is achieved, which include price stability, economic growth, increase employment, income distribution among others. This can be done by eliminating corruption, leakages of resources and inappropriate use of resources. Interest rate should the reduced to one-digit to encourage borrowing, increase investment and output. These will bring the economy to a steady state.

Abstract: Quantitative analysis of the monopoly index and efficiency of three industries of public service was carried out with SCP model, and the questions that why the government does not monopolize the public service market and whether private departments can provide efficient public service were answered. Moreover, social welfare function of two classes was established, which provides theoretical support for PPP model from the demand side. Efficiency source of P1 + P2 was analyzed with Nash equilibrium and economics of scope, and it was concluded that the ultimate of PPP isa kind of Nash equilibrium.

Abstract: The government in China carried out the personal income tax reforms in 2006, 2008, 2011 respectively, which focused on increasing deductions and reducing the tax rate brackets for wages and salaries. Using the survey data of the Urban Household of Income and Asset of 2013 from China Household Income Project, this paper will examine the impact of income tax reform for wages and salaries on income redistribution. The conclusion is that the personal income tax reforms are not efficient at improving income redistribution in China, but instead exaggerate the gap between individuals’ tax burden of their wage and other income sources.
