Abstract: Irrigation schemes management in Red River Delta, Northern Vietnam has an extreme significance to ensure the multi-objective water supply and the health of the Red River. This study is drawn upon mostly primary data sources including results of water supply assessment of economic industries and the status quo of hydraulic works (pumping station, canals, gates, regulating reservoirs, etc.) along the Red river (study area inside the territory of Vietnam), then compare the results against the value of water supply capacity of irrigation schemes in the context of effectiveness of hydraulic works has not yet achieved as original designs (approximately 60%). From that point, identifying the relationships between - trade off - the water supply and healthy of the Red river. The results of the comparison show that the water supply for agriculture production will increase dramatically in 2020 approximately from 8 bill.m3/year compared to actual demand of about 13.65 bill.m3/year. And, more irrigation water may be more harmful for the Red river’s health, which is absolutely correct in the context of irrigation schemes also supply for other sectors such as industry, drinking water, aquaculture farms, etc. The results of this study are conclusive evidence to promote the implementation of a number of water policies in the Red River Delta.

Abstract: Environmental licensing has become an important instrument in the defense of natural resources and ecological balance. Environmental licensing is a legal requirement to which all companies or activities that use natural resources or that may cause some kind of pollution or degradation to the environment. It is an administrative procedure by which the location, installation, expansion and operation of these enterprises and / or activities are authorized. Responsibility for the concession is supported by the state environmental agencies and, depending on the case, also of the Brazilian Institute for the Environment and Renewable Natural Resources (IBAMA), in the case of large projects with the potential to affect more than one State. The aim of this research was to evaluate and present by systematic quantitative method the evolution of the quantity of licenses in Brazil in the last 11 years and types of licenses. For this, secondary data from IBAMA was collected. Nowadays in Brazil the types of license most demanded are electric transmission lines, hydroelectric projects and construction of highway. Investments in infrastructure are directly close to sectored policies and macroeconomic actions of national interest.

Abstract: At the beginning, this article defines the meaning of rural landscape which is based on the space of rural area and is the organic unity of economic production, residence life, natural habitat, spiritual culture and pattern. In this article, I will point out the connection of these five parts and analyze its necessities and functions. I chose five rural villages as the objects of this study. The characteristics of rural landscape corresponding to different main functions of mountain villages are discussed, and the relationship between rural landscape characteristics and the function of rural main body is established. The village landscape function design based on landscape characteristics is studied with the flower brocade village as an example, which provides technical support for the development of mountain villages.

Abstract: In the course of social evolution, urban fringe districts have been attracting more and more attention and the management and control of ecological protection have been strengthened as well. Meanwhile, the Party Central Committee also puts emphasis on the importance of agricultural landscape. Urban fringe districts represented by mountain area of southern Jinan are under control of the government and restricted in a settled ecological redline. Therefore, it is difficult for agricultural landscape to exert its economic function in tourism and leisure. Under this circumstance, the government’s demand for preservation and the people’s demand for development have created a conflict of land use. On the basis of stakeholder theory, this paper takes a further step to analyze the multivariate game among local government, village collectives and villagers. The demand and willing of key stakeholders should be reasonably expressed to integrate agricultural development with tertiary industry, guarantee the proper layout of agricultural landscape in space during the course of land evolution, thus its comprehensive value functions can be accomplished.
