Abstract: The theme on Environmental Taxation, represents for our country a commitment in the governmental Journal of the Federation, in developing through the Public Administration the tasks of linking and harmonizing in these policies. For Mexico, this work involves the conjunctural vision derived from the current National Development Plan, in venturing into a state reengineering that empowers the dependencies, to contribute to the fulfillment of national objectives. In this way, the Fiscal Policy acts as an instrument to strengthen the environmental one; facing the normative and administrative instruments that lead to the formation and application of the current Tax System. Therefore, the tax laws such as IVA, ISR, IEPS and Fiscal Code are recipients of the provisions that, in terms of the legislature, may lead to this institutional interrelation. Likewise, the Decrees derived from the Federal Executive, establish the stimuli that, together with extra-fiscal taxes, make it possible to promote enclosures that, due to their nature and purpose, must be safeguarded, around the exemption in the taxation or alternation in the recaudation. Based on the foregoing and our assumptions, the lack of application of extrafiscal tax instruments is determined, given the transversal purpose that allows a favorable impact on the environment; This is done by virtue of the legislative conditions that restrict the application of taxes and decrees of environmental court, which results in the lag in the national objectives via the Fiscal Policy and its interrelation with the Environmental, that is, it meets the tax categories In the face of the balance of natural assets, the exacting -traditional- function of the System is privileged, as a conduit to the economic support of the country. It is constituted as a structural method of the present investigation to the deduction, supported by the legislative and administrative guidelines that the federal State issues, before the teleology of the National Government Plan; Likewise, as methods of knowledge, we refer to: comparative, descriptive, analytical and exegetic, developed in the cited paragraphs.

Corona Virus Outbreak and the Global Energy Demand: A Case of People’s Republic of China

Abstract: The study investigates the impact of corona virus out break on the global energy demand in china using the time series daily data spanning the period 23rd January to 8th February 2020 on total cases of corona virus, total population of china, total exchange rate of Chinese currency and international crude oil prices. Using the Philip Perron unit root test for testing the stationarity of the variables, the results revealed that total cases of corona virus, international crude oil price and total population are stationary at level while official exchange of Chinese currency is stationary at first difference. After the testing the existence of co-integration relationship among the variables using Engle Granger test for co-integration, the ordinary least squares test result revealed that total population has positive and significant impact on total cases of corona virus while crude oil price is negative and significantly related to the cases of the virus. The official exchange rate is also negative but insignificant in explaining the cases of the virus. Base on the findings, the researchers therefore recommend that the oil producing countries should reduce their supply of crude oil to the country affected with the virus in order to push the price upward to the desired level and the government of the affected country should maintain restrictions with regards to the movement of its population in order to tackled the spread of the virus.

Impacts of Livestock Holdings on Households’ Decision to Participate in Wood Fuel Production from Dryland Forest (Case study in Dire Dawa; Ethiopia)

Abstract: This study examines the influence of livestock holding on households’ decision to participation in wood fuel production from dryland forest. Survey data were collected from 160 households in Dire Dawa administration council of Oromia state, Ethiopia following a snowball sampling technique. Binary logit regression model and descriptive statistics were used to analyze the impacts of livestock holding on households’ decision to participation in fuelwood production from dryland forest. The estimation of the model indicates that livestock and size of arable land holdings were significant factors in determining households’ participation in wood fuel production. An increase of one unit in livestock holding leads to the probability of participation in wood fuel production of households decreased by 0.118 units while the land size has a negative impact on the participation of wood fuel production. When land size increased by 1 hectare the probability of participating in wood fuel production will be decreased by 0.9 units. The mean of wood fuel producers’ livestock holding was about 5.84 TLU and 10.67 for non- wood fuel producer which indicates the negative correlation of livestock holding and wood fuel production. Thus the study concludes that households with large livestock less likely to participate in wood fuel extraction from dryland forest. Promoting sustainable livestock production with appropriate grazing plan can have a significant role in dryland forest conservation and sustainable forest management.
