Abstract: This article is dedicated to the poetry by a participant of war in Afghanistan, Ukrainian poet Alexander Ielagin. As it's widely known, poetry is the art of word. The most sacred of the human feelings are expressed by means of poetry. The main aim of the article is to describe the poetry features of a war actions' participant, the contemporary Ukrainian poet Alexander Ielagin and to acquaint English-speaking colleagues with military-patriotic creativeness in Ukraine. The object of this research is the formation of an unified system of knowledge about the poetry of A. Ielagin in the field of spiritual enlightenment. The subject of scientific research, that are verses, poetic texts of songs, and their typological links with historical and philosophical thought. It is concluded that Afghanistan served as the impetus for creativeness, which determined the further development of Alexander Ielagin's talent. Returning home, he begins to write verses that "come themselves". The rows of considered poetic works show the value of every minute of existence, of every living being, the uniqueness of every human life. Kindness, filling his verses, contributes to the enrichment of the spiritual universe. In the process of perception, there is a multiplication of the positive in opposition to aggression, which increasingly captures modern people, subject to the ideology of the consumer society. The research was carried out at the expense of the author of the article. Grants were not used.

Abstract: The purpose of the MFN clause in the International Investment Treaty is to promote the interests of the parties, not to derogate from their interests. From the perspective of the investor's home country, the MFN clause to expand the international arbitration practice applicable to the international investment dispute settlement procedure has the advantages and disadvantages of the investor's home country, and the overall situation is more harm than good. Which will seriously affects the investor's home country's own understanding of the obligations under the investment treaty, and thus inevitably affect the investor's home country on their own contract in the international law of the legitimacy of the judgments and expectations.

Abstract: The formulation of this research problem is how the dividend policy, stock price, the value of the company and leverage at Sub Sector of Pharmaceutical company listed in Indonesia Stock Exchange are described, and how the influence of dividend policy and stock price to the value of the company with leverage as moderating variable in Sub Sector of Pharmaceutical company listed in Indonesia Stock Exchange simultaneously or partially. The research method used in this paper is library research. The Object is a Sub-Sector of Pharmaceutical Company listed in the Indonesia Stock Exchange from 2014 to 2016 which published its audited financial statements successively during the year of research and has never experienced a negative net income position and consistently distributed dividends during the research year, totaling of 5 companies. The data used is qualitative and quantitative data, and data collection techniques by way of documentation. The technique of data analysis uses classical assumption, qualitative and quantitative descriptive analysis. The results of the study can be summarized as follows: 1) There are 5 years of companies whose dividend policy is below average, there are 4 years of companies whose stock price is below the average and 3 years of companies whose value is below average, 2) Results regression testing is Y = 1,702 + 1,211 X1 + 1,989 X2 which can be interpreted that there is positive influence between dividend policy and stock price to the value of the Sub Sector of Pharmaceutical company listed in Indonesian Stock Exchange period 2014 until 2016. The strength of relationship of the three variables is medium (r = 0,597). The coefficient of determination is 35.6%, and the remaining 64.4% is explained by other factors. From the results of processing and data calculation, the author concludes that the dividend policy and stock price affect the value of the company in Sub-Sector of Pharmaceutical company listed in the Indonesia Stock Exchange simultaneously or partially and dividend policy and stock price affect the value of the company with leverage as a moderating variable at the Pharmaceutical Sub-sector listed in the Indonesia Stock Exchange simultaneously or partially. Therefore, investors and potential investors should pay attention to the dividend policy and stock price before investing because they are very influential in determining the value of the company and investors and potential investors should pay attention to internal and external factors of the company.

The Press and Freedom of Information in Nigeria and the United States of America: An Analysis

Abstract: Freedom of information is germane to a free state, and, often, seen as the bulwark for democracy. It obliterates secrecy, and by extension, engenders the culture of openness in government. This can only be possible where there is a clear-cut law or legislation that guarantees or extends the freedom to elicit, access/or obtain and disseminates government-held information without let or hindrance. In Nigeria and United States of America (US), these laws: Freedom of Information Act 2011 and Freedom of Information Act 1966, respectively, exist, with a singular purpose of engendering freedom of information. This study critically examined these laws with the aim of sieving-out, comparing and deciphering the similarities, differences, flaws and the likely effects it has on the two countries. From the analysis, the laws have similar exemptions, but dissimilar, among others, in the institutions and offices to be covered by the Act. Similarly, It was also observed that press freedom and freedom of information are greatly enhanced in the United State of America than in Nigeria. Furthermore, the study showed that the Executive Orders, randomly, promulgated and enacted by the successive presidents of the United States of America serve as impediments to freedom of information in the United States of America. However, despite the above, extant literature revealed that the United State of America’s society is more predisposed to freedom of information than the Nigerian society. This is seen in the decided cases, several laws, enactments and amendments so far made on and in response to the Freedom of Information Act 1966. Amongst other, it is recommended that the US Congress should amend and enact a law banning and/or restricting issuance of Executive Order. Similarly, the Nigerian National Assembly should, as well, repeal the Official Secret Act of 1976.

Abstract: Natural Resources are of great importance to mankind and land in particular is of greater importance in terms of agriculture and rural development. Land as an agricultural resource is of valuable significance especially to developing economies that largely depend on it for the production of both food and cash crops. Land and the benefits that can be derived from it have been taken for granted and undervalued by civilizations in both past and present, despite warnings of the need for careful land stewardship in the world. Today, the pressure on land has reached such a critical point that serious doubts have been raised on the capacity of the land to meet the demands of a human population rapidly increasing to 9 billion. Land constitutes the fundamental livelihood asset of the rural poor in most parts of Cameroon and the North West Region in particular. The exploitation of this resource for food and poverty alleviation in a highland environment like the Widikum-Menka area in the face of a rapid population growth calls for some urgent concerns, as the land degradation problem which has been manifested through frequent landslide, accelerated erosion, loss of habitat, decreasing agricultural yields and ecological disturbance are rife. This paper therefore aims at examining the implications of the unsustainable land resources exploitation in the Widikum-Menka highland with the view of bringing order in the organization of human activities in this diverse agro-ecological zone which can yield maximum productivity while guaranteeing the stability of the environment. To attain this objective, both the descriptive and analytical methods of investigation were used and several field surveys, interviews and focused group discussions were carried out. This paper also uses the DFPSIR and DPIR framework to give explicit attention to the environmental as well as human impacts of pressures caused by the more fundamental driving forces. The results obtained shows that land resource degradation among other resources remains the major threat to rural livelihoods over the area. The rate of decrease in the parameters within the two decades is rated high according to some agro-technicians. Despite this warning, the study disclosed that, land degradation may persist for the rest of the millennium since there exist no blue prints for sustainable agriculture and land management for the sub region. As such; there is therefore need for the government and NGOs to mainstream Climate-Smart Agriculture (CSA) as a farming practice in this region.
